Defining Quality Services

The Head Start Program Performance Standards provide a standard definition of quality services for all Head Start grantees and delegate agencies. These rules are reviewed annually by October 1 and then published in the Code of Federal Regulations (45 CFR Parts 1301-1311). Substantive changes to the regulations are published in the Federal Register throughout the year as warranted. These and other small changes are incorporated into the official annual edition.
