Position Purpose

To apply professional expertise in child development and special education (ages infant to 5 years), Collaborate with all other components (Supervisors/Direct Service Staff/Family Services,Health/Nutrition) in order to provide quality controls, training, services, compliance monitoring an and classroom support in an inclusive, early childhood program.

Essential Job Responsibilities: Performance Indicators

Internal Consulting (40%)

  1. Respond to identified needs and goals within the organization (Head Start and Early Head Start) and intervene on behalf of families, children and staff; provide expertise and support in developing high quality childhood environments, materials and practices, and early childhood special education services.
  2. Develop and distribute materials within specific subject area, and provide information referral, and coordinating efforts to link staff and families with appropriate community resources.
  3. Attend meetings, staffing, trainings and professional development activities as appropriate.
  4. Promote collaboration among components.

 

Training (25%)

  1. Design and deliver training to staff and parents; topics will include both specialized and trans-disciplinary subject matter and promote collaborative teaming, integration and inclusive practices.
  2. Ensure that teacher education training is scheduled annually and meets the minimum requirements (hrs and content) as stipulated in the Head Start Act.
  3. Collaborate with community organizations to collect and disseminate additional information, and to arrange ancillary training and services.

 

Compliance and Monitoring (20%)

  1. Meet with Regional Managers to assure program consistency of curriculum materials and service delivery in compliance with Head Start Performance Standards and to promote problem solving and support to regional staff.
  2. Organize and conduct annual team performance reviews at each Head Start location.
  3. Assure children in need of special education services are screened, referred, evaluated and able to access services in a timely manner in compliance with State and Federal law -. Monitor disability services and timelines
  4. Compile and analyze data used for monitoring outcomes and planning long/short term goals; meeting with appropriate managers to develop improvement plans as necessary.
  5. Develop reports as requested.
  6. Collaborate with Human Resources on DST staff qualifications (educational, including transcript evaluations) and required teacher education training for DST staff.

 

Supervision (15%)

Provide direct supervision, monitoring and support to Early Childhood Education Coordinators.

Organizational Planning/Community Collaboration (5%)

  1. Sit on Lane County Early Intervention Council and attend regular monthly meetings.
  2. Participate in annual budget planning process. Responsible for education/disabilities budget.
  3. Provide assistance and consultation to assure that written policies and procedures are updated and assure compliance with standards and regulations.
  4. Attend interagency, organizational and committee meetings as appropriate.
  5. Perform other duties as requested.

Minimum Qualifications

  • Professional expertise in specialty areas of Early Childhood Education/Development, Early Intervention and Early Childhood, Special Education Laws and Services, requires at minimum a Bachelor's Degree, Master's Degree preferred in relevant discipline, combined with at least two years of advanced professional level experience in an early childhood education/social service environment.
  • Advanced teaching or training skills.
  • Excellent oral and written communications skills.
  • Working knowledge of local community resources.
  • Current enrollment in the Child Care Division - Central Background Registry.
  • Valid Oregon Driver's License and proof in current auto insurance.

  • Ability to exercise tact and discretion in all employee interactions.
  • Frequent sitting for long periods using computer keyboard, telephone and other office machines.
  • Strong organization and time management skills, ability to meet tight deadlines.
  • Occasional standing to file documents, make copies, faxing etc.
  • Occasional lifting up to 25 pounds, stooping, bending standing and reaching.
  • Occasional driving to monitor and support sites and staff.
     

Position Information
