To provide assistance to the EHS Region Manager in areas of general program management to EHS sites: coach, mentor, supervise and train all EHS staff. Provide short term and long range planning for service delivery and training; act as an integrator of components, including health, nutrition, disabilities; function as liaison and information conduit between central office leadership staff and community collaborators. Must meet requirements per Federal Head Start Performance Standards and any local, state and or agency policies and procedures.
Assist Human Resources in the hiring process for regional and substitute staff, inform the HR department of staffing needs and changes.
Monitor and direct staff performance, workplans, attendance/schedules, certifications, required documents and timecards.
Recommend areas of improvement to staff and promote training that reflects the individual needs of staff members and/or the team as a whole.
Document and administer both positive and negative feedback and utilize Plans of Assist when warranted. Ensure documentation is forwarded to Human Resources.
Conduct annual performance and probationary evaluations based on quantifiable and objective criteria, utilizing agency forms and checklists designed for evaluations.
Ensure teaching staff progress towards educational requirements and Professional Development Plans as supported by the Performance Standards.
Arrange and facilitate regular meetings with staff and provide for mandated trainings and updates to policies and procedures.
Monitor, report and provide feedback for all employee related accidents.
Monitor, evaluate and ensure training of classroom volunteers
Regional and Program Coordination (45%)
Ensure program compliance with codes of all state and local licensing agencies and grant requirements.
Attend case management meetings, consultations, and staff meetings as necessary.
Observe children and provide suggestions for behavior management and education programming to meet the individual needs of all children
Monitor home visiting component.
Monitor and manage direct service budgets.
Establish and monitor regional systems and services that ensure program quality and compliance with Head Start Performance Standards.
Submit monthly reports on direct service activities and status to the Early Head Start Director.
Arrange for services in all functional areas, utilizing internal and external resources to provide medical, social, mental health, educational, and special services as deemed appropriate, as well as facility maintenance.
Monitor and assure maintenance and safety of facilities and assure availability of supplies.
Community Networking (10%)
Coordinate with local agencies, community service organizations and educational providers and partners.
Design and deliver training and formal presentations.
Participate in and assist with community events and provide information on the Early Head Start program.
Perform other duties as requested.

Bachelor’s Degree in Early Childhood Education, Human Services or a related field is required, and three years progressively responsible professional experience which demonstrates significant supervisory and administrative responsibilities and a strong knowledge of theories and practices of Early Childhood Education/Development with particular focus on prenatal care and infant/toddler development.
Experience balancing regulatory requirements with budget constraints and growing community needs.
Experience in design and delivery of training.
Excellent written and verbal communication skills. Bilingual English/Spanish skills highly desirable.
Intermediate to advanced computer skills, internet and e-mail.
Strong team leadership skills.
Must have a valid Oregon Driver’s License and proof of insurance and provide own vehicle.
Within 30 days of employment must be Pediatric CPR & First Aid certified and have a current Food Handler’s Card.
Health Appraisal Questionnaire is required at hire and will be updated annually.
At time of hire must be currently enrolled in Child Care Division-Criminal History Registry and must renew every two years.
