The House Human Services Committee just approved a version of the Early Learning Council bill that protects Head Start and now implements a very public, thorough planning process for early learning hubs that the legislature will have the chance to approve, amend or reject during the next legislative session.
This is the process that we supported from the beginning, and this is an extremely positive development.
