Position Purpose

Provide overall guidance and direction for the implementation of information systems throughout the agency necessary for efficient, reliable operation of computer systems, networks and endpoints. Give technical project oversight, coordination and management of projects.  Serve as contact for all vendor installed applications and systems. Design and implement system security processes.  Develop and provide training for users.  Serve as member of Operations team. 

Essential Job Responsibilities – Performance Indicators

  1. In conjunction with agency management team, develop agency-wide information technology plan taking into consideration present and future needs for systems, networks, data collection, grantor needs and user support.  Recommend goals and objectives to ensure effective systems integration and compliance.  Participate in program planning for procedure and policy changes, budget strategy and equipment/facility needs.  Provide leadership in information technology. 
  2. Operating Systems Support.  Review, analyze, develop, install, configure and maintain agency’s operating systems.  Analyze, detect, diagnose, report and resolve operating system related problems on servers.   
  3. Systems Administration.  Plan and install new software releases, system upgrades.  Evaluate, troubleshoot and resolve software related problems.  Perform system backups and recovery.  Design and implement system security and disaster recovery plans.  Maintain data files and monitor system configuration to ensure data integrity. Test and refine system applications to correct errors and ensure intended goals are achieved.Design and support server systems and supporting software.
  4. Network Planning and Administration.  Review, plan, and evaluate network systems.  Troubleshoot network systems and recommend improvements to network.Provide tactical and strategic input on overall network planning and related projects taccommodate growth and changing organizational needs. Install, configure and maintain network.  Build and test networks and maintain external and internal web presence; administer the networks.  
  5.  End-User Support.  Develop and provide training and support to end users.  Identify, research and resolve technical problems.  Track and monitor issues to ensure timely resolution.
  6.  Telecommunications.  Program new installations  and changes to phone, Analyze, diagnose and resolve problems or respond to questions from users regarding phone, cell phone.  Program voicemail.  Maintain cable and inventory records.  Process orders for service changes.  Coordinate phone, cell phone changes with third-party vendors.  Assist with monthly cell phone billing review.
  7. Install, configure, test, develop and maintain endpoints and software; maintain and modify operating systems; integrate vendor-supplied software into existing systems.  Use hardware and software procurement best practices and standardization as necessary. 
  8. Direct, supervise, assign work to, set priorities and monitor work performance of IT support staff and is involved in selection and performance evaluation.  Ensure work is in compliance with agency standards. Assume accountability for work performed within the program. 
  9. Establish and interpret policy and procedure. Participate in regular meetings of the Leadership Advisory Committee (LAC) and Regional Managers. Meet with the Board of Directors, Policy Council, Consultant meetings and other committees as requested. Establish and maintain reports and reporting procedures and prepare/update documentation as required.  Maintain inventory of hardware, software, licenses, orders and purchases.In order to maintain compliance of licenses.Write and update all computer and network related policies.
  10. Remain current on technology developments and needs through vendor demonstrations, technical literature and actively continued  Research emerging technologies and their impact on Head Start of Lane County.
  11. In conjunction with the Executive Director and Operations Director, maintain a technology plan for the agency which takes into consideration current and future needs. Participate in annual budget planning and strategic planning processes.

 

Knowledge/Skills/Experience Required

  • Knowledge of:  Thorough knowledge of information technology operations and technologies; information systems practices and techniques; hardware and software and peripheral products evaluation; considerable knowledge of principles and techniques of effective administration including personnel and fiscal management and public relations to develop, implement and evaluate systems; considerable knowledge of application of information technology methods to provide solutions to user needs. 
  • Skill in: Developing, adapting, modifying, testing, documenting and operating applications programs; system-level programming; development of plans to meet user needs; organization, analytical skills and attention to detail. 
  • Ability to: Communicate effectively in both oral and written forms; maintain confidentiality; obtain appropriate information and analyze needs of users and translate needs into automated system solutions; integrate vendor-supplied software; plan and direct projects; perform multiple tasks and organize time effectively; prepare clear and concise documentation; reason logically when analyzing data and developing computer systems and programs; utilize problem identification and resolution techniques; make decisions independently in accordance with established policy, establish new policy when applicable, and use initiative and judgment in completing tasks and responsibilities; remain calm and use good judgment during confrontational or high pressure situations; work within a team concept; effectively supervise and lead support staff; work effectively with technical personnel and communicate clearly with a wide-range of users, some with limited computer background; courteously meet and deal effectively with other employees, vendors and the public. Must follow all safety rules and practices and perform work in a safe manner. 
  • Education, experience and training:  Bachelor’s degree in computer science or related field and a minimum of 5 years progressively responsible experience in network and/or systems-related analysis, design, installation and maintenance OR a satisfactory equivalent combination of education, experience and training.  At time of appointment must possess a valid Oregon driver’s license and be enrolled in the Criminal History Registry.  Within 60 days of employment, must participate in a Head Start Staff Health Appraisal.
